Part of the problem is down to how the blue wheelie bins are emptied. Last Monday I watched them being emptied on a windy day. For speed two blue bins are hitched to the lorry for emptying. Just as they start to be lifted the guy grabs the paper box from each bin, one in each hand, and empties them into the paper bin fixed on the lorry. As he did this the wind blew papers down the road and into gardens and it took a fair while afterwards for me to collect it all. So on windy Mondays there will be lot of extra litter caused by them being emptied.
In addition blue bins left out in very windy weather get blown over. People then collect all the rubbish thats fallen out but paper has long drifted away. In the recent windy weather I found three birthday card envelopes. The name on them told me they had blown quite a distance.
So the recent weather will have added considerably to the current problem.
