I used to live on a large farming estate just outside Ware and we had a lot of poaching. Why?
You can offer a cab service between the hours of 3 and 4 on a Tuesday if that is what you want to do. You will lose business and people will go elsewhere but you can do whatever you want as long as it is legal.
