This bit, I think, is pertinent:

Sergeant Duncan Wallace said: “We are very grateful for this new addition to our fleet of off road vehicles.

"The ATVs are an invaluable resource in the fight against crime.

"They make it possible for us to access the hard to reach rural areas and cover areas that our regular vehicles can’t easily get to.”

Is poaching on the rise? Should we all contribute personally to the police so that our grievances are heard before other more urgent cases?

It does smack of 19th century law and order.

it does look like some kind of a bribe to me and it would be helpful to know who donated this and why they did so.

Maybe it's just someone who if fed up with having his equipment or animals stolen and being told the police can't help due to not having the vehicles.

I used to live on a large farming estate just outside Ware and we had a lot of poaching. Groups of people (I cannot comment on their lifestyle choice but they clearly like to travel around to different farms) would ride around in big pick up trucks brandishing shotguns (you would hear them go off). They were not threatening me directly and I stayed in the house and got on with my evenings but it was still a bit worrisome.

Every now and then a couple of police astras would try and follow them.

There most definitely is poaching and theft from farms on a wider scale than most people realise.

As I suspected, there are a number of us who have questions that need answering about this matter. But to whom can we turn for answers?

The PCC was elected to hold the Chief Constable to account on behalf of the people of Hertfordshire.

For whatever reason he is not doing so on this matter, in fact he is in collusion with the CH Con to withhold information from the public.

There is no elected opposition to PCC to hold the PCC to account.

The police panel going by whatever name it currently may, is populated by individuals who share the same party political (and who knows what other) allegiance as the PCC, none of whom have made any unprompted moves in public to address this issue.

The local press seem content to unquestioningly republish whatever publicity guff a PR dept serves up on on a plate.

The answer is: we must do it ourselves.I will submit a Freedom of Information request.

I will be asking for the identity of the donor,
the insured value of the vehicle,
the identity of the current owner,
who is responsible for maintenance and insurance.
Any conditions attached to the donation.
Any finance liability on the vehicle.
Who is responsible for disposal of the vehicle.
Whether the vehicle was offered or requested.
Who decided upon the specification of the vehicle.

What else should we ask to know?

Have they looked inside it to see if there are any criminals primed to jump out when it's inside the police station?

I'd like to know something about what they won't be doing while they're using their new vehicle. There will be something that will have to be done differently or won't get done in order to free up time for using the vehicle. I'd like to know something about the impact this will have (demonstrably positive, I hope) on other police duties and workload.

That was my immediate question as well. It looks more suited to travelling across a golf course or paddock than a normal road. How will it be actually get to an 'incident' or is it going to be permanently parked somewhere that is thought to be 'at risk' ?

Presumably it will be used in connection with crimes which have been committed against people who have as much right to police resources as everyone else. Whenever police attend a crime they are clearly not doing something else. Or maybe the Chief Constable and PCC will use it when they play golf.

What if it is crimes on an estate that they are unable to attend because they do not have the equipment? The owners of the land are entitled to police protection as much as any of us. If they cannot attend due to said lack of equipment so bought appropriate specialised equipment then we would all complain that they have had to fork out £x of tax payers money that only benefit a specific section of the community.

This way taxpayers moeny not being used to help one specific (and probably small) section of the community who are still entitled to receive full police attention as much as any of us.

Consider if we were based near a body of water with an island in the middle, with three different farm dwellings which was subject to thefts where the thieves were equipped with a boat. The police do not have a boat so cannot attend. Should they use tax payers money to fund a boat for these three dwellings? No, we would demand that the islanders provide a boat. So they do, the police use it investigate crime on the island and we all live happily ever after.
