There's a red wheelie bin chained to the railings just opposite the Tescos main entrance and the Dentist. It's currently overflowing and beginning to smell! Who does this belong to?

Does it really need to be there and does any body have the power to get it removed?

Entirely predictable that now the fence is up there's no way of walking to the Churchyard path without pushing through Jacoby's tables, chairs and customers.

Closely related. I'm amazed to see that the planning app for conversion of Rankin House on the edge of Tudor Sq from shop to wine bar is still ongoing.

Saw the ongoing work in the square yesterday.
Occurred to me it was a shame that the church entrance hasn't been moved round the corner so it opened up into the square (the other side of the sub station)
It would have encouraged more people to enter the square and helped resolve the difficult access due to tables etc that currently exits.
The main issue with the square is the lack of through passage. The rear access is locked to prevent people disturbing the houses there and the result is there is no reason to pass through the square.

How much outside space do Jacobys require? They have even put in corner barriers to 'steer' people around 'their' outside area now.

Rankin House, edge of Tudor Square

The Herts Mercury is reporting that the conversion of Rankin House to a Wine Bar has been approved.

Err. Really? Because there's been no meeting of the EHDC Dev Mgmt committee recently. So who approved it?

The planning department have delegated powers and do not need to refer all of the planning applications to the committee so they have approved it as they do the majority of applications.

I guess that's the way it works. Though it is somewhat surprising in cases where it's gone to appeal. Is it HCC or EHDC that handles the licensing? Presumably that's separate from the building work and change of use.

Licensing is a District function
